Louisiana State University Office of the Comptroller records, 1931-1949 (bulk 1939-1941).

The records include photographic copies of fifty 5 1/2% Serial Revenue Bonds (Series A and Series C, 1939-1949), handwriting specimens of Dr. James Monroe Smith and Oscar K. Allen, contracts and letters (1938-1947) regarding the disposal of the Bienville Hotel in New Orleans, correspondence pertaining to various civil actions, and contracts between the university and various vendors. Many of the documents relate to the scandals of the 1930s that culminated in 1939 with the charge for embezzlement of James Monroe Smith, LSU's president, and the indictment of several state officials, including Governor Richard W. Leche.

James Monroe Smith was a Louisiana educator and university administrator. He was appointed president of Louisiana State University and Agricultural and Mechanical College by Huey Long in 1931 and served in that capacity until 1939. During his tenure he spent lavishly on parties and household extravagances, appointed close associates to positions of power, and embezzled nearly a half a million dollars from L.S.U funds.
